The Domestic Adoption Progam

Kentucky Adoption Services, Inc. offers adoption child-placing services for infants born within the United States and voluntarily relinquished for adoption by his or her birthparents.  We also network with several reputable agencies that place American infants and highly suggest that KAS, Inc. clients also apply with at least one other child-placing agency to increase exposure to birthparents.

General Adoptive Parent Requirements

To be eligible to adopt an infant born within the United States, parent(s) should be at least 21 years and there is no maximum age.  Both married couples and single applicants are able to adopt in this program, and there is no limit for number of children residing in the home (however, it is less likely for birthparents to select an adoptive family already containing several children).  General adoptive parent requirements are very broad, so please contact KAS, Inc. for further information. 

The Home Study

At this time, we only accept Kentucky families utilizing the home study services of KAS, Inc.; home studies prepared by other agencies are only accepted in rare, specific circumstances.  Until a child is made available for adoption and offered to your family for an adoptive placement, the family home study is kept on file in our office.  The home study must be updated every twelve months, per state and federal regulations.  Renewal for supporting documents is also required every twelve months, and a greatly reduced fee for an updated home study, references, criminal clearances, etc. is charged.

The Waiting Period

Adoptive parents are usually chosen by birth families, thus there is no guarantee of when or if an adoptive family will be selected.  Some families might be selected two weeks after file activation, and others might wait several years and never be chosen - thus, a "timeline guarantee" does not exist.  We highly recommend that adoptive applicants submit their profile to at least one other placing agency to increase their exposure to birth parents; however, this requirement can cause difficulty for families seeking a Caucasian child, as many agencies accepting out-of-state families for Caucasian placement require non-refundable fees which are charged whether or not that agency actually places a child with that family.  We have developed relationships with many agencies and can direct you which out-of-state agencies will accept Kentucky families.  Please contact us for information about our domestic network program

Basic Required Documents for Domestic Adoption

• Thorough and approved home study
• Original birth and marriage certificates and divorce decree(s), if applicable
• Medical report
• Financial statement
• Reference letters
• Family photographs and profile
• Current criminal clearance
• Health insurance verification

Referral

Our program does not license our families as foster families because we do not place children with adoptive families until we actually have court-ordered termination of parental rights for the birthmother.  In situations where the birthfather is identified, we do not place a child until we also have the court-ordered termination of his rights, as well.  In situations where the birthfather is unnamed or unknown, we will place a child with the adoptive family as long as they understand and are accepting that the birthfather has rights to the child if he asserts himself within sixty days of the child's birth.  Such a situation can occur, but is very rare.  Once a child is referred to a family, they have physical custody of the child, while this agency holds the actual legal guardianship until the adoption is completed.

Post Placement Visits

KAS, Inc. will conduct post placements evaluations in the months following your child's arrival, following the regulations of your child's state of birth and placing agency, if applicable.  A report describing the child's health and adjustment is then written and submitted.

Additional Reports

KAS, Inc. requires monthly written reports, along with pictures, be filed with this office until finalization is completed. At minimum, yearly reports and pictures are requested from that point on, so that the birth family could have access to the child's development, should they choose.  All families must understand that these reports and pictures will be shared with birth families as they are submitted - we will take no responsibility for identifying information that is submitted on these forms and will make no attempt to omit such information.  For families attempting a semi-open adoption arrangement, it is the adoptive family's responsibility to ensure that they do not disclose identifying information in these reports and pictures.
